That can't be right as it should crash the system being so low Here is a screenshot to show. Now this will not give you a proper answer but it is the same for everyone. Certain settings in BIOS when set ,do not get reported on desktop correctly with third party software but the voltage will still be the same as set in BIOS.
Under heavy load the X can run at 1. Light load will be up to 1. I say 1.
This high voltage is to get the high boost on cores. May be impossible for some,I say turn off the monitoring programs. I did a couple videos where the voltage are the same and get the same results but with different readings depending on how you set voltages in third party software.

Another thing to note in the results between the X results and the X, is that un-core power on the latter is quite higher. Comparing the full load power characteristics of both SKUs, they end up extremely competitive in both their respective categories.

With tweaking the values get very close. Both come with the same stock cooler otherwise. I'm elaborating this out because I don't think most people understand how these CPUs work, including many reviewers. If you are willing to tweak the X will get you nearly as far. There is more to the CPU's voltage but to put it more plainly The CPU's Precision Boost Overdrive PBO system which raises the speed during load balances out voltage, demand for CPU power, heat and thermal throttling amongst other factors so that it never exceeds its thermal safety temperature but always delivers the best performance.
